Got an IRS or state payroll notice? You do not have to guess.
An agency notice is easy to misread and costly to ignore. Most payroll notices come from a few causes: a wrong rate, a late deposit or return, or setup data that does not match the agency’s records.
- State unemployment rate
- Late tax deposit
- Late Form 941 or 940
- Setup data
- Form W-4

Payroll notice questions
What should I do when I get an IRS or state payroll notice?
Find the reply date first, and do not ignore it. Then send us the notice: a photo or a PDF is enough. We read it and tell you in plain words what it means and what to do by when. If you use StartEase, we also put the right rate or date into the platform so the next payroll uses it.
Why do payroll tax notices happen?
Usually for one of a few reasons: wrong setup data such as the FEIN, state rate or deposit schedule; a tax deposit made after its due date; a late Form 941 or Form 940; an out-of-date state unemployment rate; or a wrong or missing Form W-4.
What is a state unemployment (SUTA) rate notice?
It tells the employer its state unemployment tax rate. Each state sets its own rate and changes it, often every year. Tax calculated on an old rate produces a state notice, so send the new rate notice to StartEase when it arrives.
Is a late deposit penalty the same as a late return penalty?
No. A deposit made after its due date carries a penalty that grows with every day. A late return, such as Form 941 or Form 940, has its own penalty, separate from a late deposit.
How does StartEase stop notices before they happen?
The platform will not approve a payroll while a required rate is missing or out of date, so the next payroll does not run on an old rate.
Does StartEase give tax advice?
No. The articles explain how payroll notices arise, with links to the government source. They do not replace advice from a tax professional.
